
Bay Area toll agencies are letting customers know that the clean air vehicle (CAV) decal program is ending and drivers with clean air vehicles will no longer receive toll discounts on the seven state-owned toll bridges and Bay Area express lanes effective October 1. Any clean air vehicle that does not meet the carpool lane occupancy requirements will not be permitted in the carpool lanes on the seven state-owned bridges. On Express Lanes, clean air vehicles will no longer receive CAV discounts. FasTrak CAV tags will automatically convert to FasTrak Flex tags.
Drivers must obey the posted occupancy requirement to travel in the HOV lane. The federal policy enabling CAV toll discounts expires on September 30. The toll facilities affected in the Bay Area are:
- State-owned bridges: Antioch, Benicia-Martinez, Carquinez, Dumbarton, Oakland-Bay, Richmond-San Rafael, and San Mateo-Hayward.
- Bay Area express lanes: I-580, SR-237, I-680 Sunol, I-680 Contra Costa, I-880, 101 San Mateo, and 101/SR-85 Santa Clara.
The Golden Gate Bridge does not offer discounts for clean air vehicles unless they meet carpool occupancy requirements.
The change affects discounts on toll facilities in Southern California; drivers are encouraged to look at the website for those toll operators for how this is being implemented on their facilities.
Clean air vehicle drivers do not need to remove their decals; they just no longer provide proof of discount eligibility. Drivers with a FasTrak CAV toll tag also do not need to get a new toll tag; their existing tag will automatically convert and begin to function like a regular FasTrak Flex toll tag once the change takes effect.
The California Clean Air Vehicle decal program is subject to authorization by the Federal Highway Administration, pursuant to Section 166 of Title 23 of the United States Code, which expires September 30, 2025.
